Squad dynamics and FFP problems complicating Barcelona move for a 23-year-old La Liga goalkeeper

Although they have already won the Copa del Rey, FC Barcelona still have a lot of work to do before the end of the season, as they are still competing for two big trophies, i.e., La Liga and the UEFA Champions League.
As a result, the Catalan club will still be focused on the crucial games they have coming up ahead. Meanwhile, the Blaugranes are also shaping their transfer plans for the upcoming summer transfer window.
There is still a lot of uncertainty surrounding the moves Barcelona are expected to make in this window, but one position where the Catalans are expected to make some moves is that of the goalkeeper.
Inaki Pena is highly likely to depart from the Blaugrana side this summer, while Wojciech Szczesny will be given an extension, if only to reward him for his good performances so far. However, Marc Andre Ter Stegen, who has recovered from his injury, will remain the starting goalkeeper for Hansi Flick from the start of the next season.
As the journalist Miguel Rico (h/t Football Espana) has reported, this situation makes it quite complicated for Barcelona to make a move for one of their preferred goalkeeper targets, Joan Garcia.
The Spaniard has been displaying quite a high level of play with Espanyol this season, and the Catalans have received very compelling reports about him, while the Blaugrana coaching staff has also given their blessing to his arrival. In fact, the Blaugranes would be ready to set aside €30 million for his signing if the circumstances were favorable to his arrival.
However, Barcelona understand that a goalkeeper of his calibre should be brought only to be a starter, and not a backup.

Another alternative could be to sign him and then send him to another club on a year-long loan, and get him back next year if conditions are good for him to be a starter. But pursuing this alternative will not be easy, particularly because of the FFP problems the Catalans are facing.
Joan Garcia himself wants to play for the Blaugranes, but also has offers from some of the biggest clubs in Germany, England, and Spain, and these other clubs will readily offer him a starting spot, something Barcelona cannot do at this point in time.
