Raimondo: The next steps after Milan and Inter’s San Siro offer and when key constraint applies

There have been some notable developments on the new stadium front for AC Milan and Inter, and now more news has arrived.
Last week, a critical step forward was made as Milan and Inter finally presented their proposal to buy the San Siro area and build a new stadium earlier this week. Now, the city council will evaluate the proposal and provide an answer by the summer.
Our latest Substack bonus article aims to answer as many queries as possible regarding the new stadium. As Felice Raimondo writes on his X profile, in the council resolution published yesterday, the Council of Milan have outlined the guidelines following the proposal to purchase the two clubs.
An interesting detail immediately emerges in the document: the date on which – in the absence of the a sale of the stadium – the constraint on the second tier will be triggered. It is 10 November 2025, thus establishing a deadline of sorts.
“Any provision establishing the restriction, in fact, may be issued only when the legal requirement of seventy years of age required by articles 10 and 13 of Legislative Decree 42/04 matures and in any case not before 10.11.2025. With a note dated 20 June 2024, the RUP communicated this ruling to the Companies.”
At this point the council resolution describes the administrative path, confirming that we will start again from the last resolution of January 2023, the one after the public debate (even if in the meantime many things have changed, that is, part of the project and the object of the proposal given that we have moved from the transfer of surface rights to the sale).

Another interesting piece of information concerns the purchase offer of the two clubs, which in the €197m includes the deduction of demolition and reclamation costs, and is subject to two specific events. The next three steps are as follows:
The proposals received will be evaluated by the Inter-Directorate Working Group. The DOCFAPs will be evaluated within the Preliminary Service Conference also launched to verify compliance with the final decision-making assessments reported above and resulting from the resolution of the Municipal Council.
The Administration, at any time and until the stipulation of the contractual deed, reserves the right to suspend and revoke the procedure started with the notice if the conditions or specific interest exist.
